1To receive a grant, an applicant must:
8(1) 9Be a local government within this state;
16(2) 17Be able to demonstrate a clear need for the financial assistance made available through ss. 32420.42133-34420.429; 35and
36(3) 37Be certified by the Neighborhood Reinvestment Corporation as a participant.
