1(1) 2It is a goal of the state that all its agencies, the State University System, community colleges, and all municipalities, counties, regional agencies, and special districts develop and implement strategies to prevent pollution, including public information programs and education programs.
42(2) 43It is the policy of the state that pollution prevention is necessary for all materials and waste management activities.
